EBRAINS Infrastructure Allocation Committee
What is the role of the EBRAINS Infrastructure Allocation Committee (IAC)?
A key aspect of the Fenix Infrastructure is the separation of resource providers (organisation that provides infrastructure services, i.e. BSC, CEA, CINECA, ETHZ/CSCS or JUELICH/JSC) and user communities (e.g. HBP). Under the condition that a peer review process is implemented, the final decision on which proposal is provided with what amount of resources remains within the user community.
For the HBP the EBRAINS IAC plays a central role in the allocation mechanism, while the HBP Directorate (DIR) makes the final decision on proposals requesting resources of the Fenix Infrastructure.
The EBRAINS IAC performs the following duties:
- Prepare calls that are to be approved by the HBP DIR
- Propose members for the pool of Science Experts
- Assignement of Scientific Experts for scientific review
- Decide on proposals for HBP DIR, for which according to criteria defined by HBP DIR a scientific review is considered not necessary and in which case decisional authority was delegated to the IAC
- Approve decision proposals based on the technical and scientific reviews for allocating the available resources
- Regularly report to HBP DIR about the proposals that have been accepted or rejected by the EBRAINS IAC
- Regularly report to HBP SIB about the resource allocation proce
