3 Access to resources of the Fenix Infrastructure is **free of charge** and is provided in an **excellence-based** procedure, following the [[peer review principles>>url:http://www.prace-ri.eu/peer-review/]] which have been established by [[PRACE>>url:http://www.prace-ri.eu/]]. The allocation procedure is handled by the user communities, This access is provided to European scientists from all scientific domains, free of charge at the point of usage.

33 ^^2^^ In case of small-scale projects the EBRAINS IAC may consider a shortened procedure without Scientific Assessment; thresholds that are taken into acoount for consideration: a. The requested amount of resources does not exceed 5% of the total available Fenix credits of any resource class during the project duration, b. The number of submitted small proposals or granted and still active proposals, which have been submitted by the same team, is at most 4.
